On behalf of an unnamed procuring organization, WattCarbon is seeking proposals for energy decarbonization projects that will generate measurable carbon reductions certifiable through Energy Attribute Certificates (EACs). The procuring organization is seeking sole ownership over the right to claim “additionality” for the project. This Project Funding Offer (PFO) provides potential project developers with the necessary information to prepare and submit a proposal for consideration.
Distributed clean energy projects constitute 40% of decarbonization potential. As such, they represent one of the best ways to achieve carbon emission reduction goals. Typically, the costs of distributed clean energy projects are incurred at the time of installation, while the operational savings of these projects are realized over many years. Thus, the greatest impact comes in the form of an abatement of upfront costs.
This procurement is designed to provide an upfront payment for a portion of the project cost, in exchange for the exclusive rights to claim “additionality” over the lifetime carbon savings associated with the project. Consequently, proposals must demonstrate how pre-payment for the EACs materially changes the decision to complete the project.
Measurement and verification of the project savings is critical. Currently, WattCarbon allows project developers to select from one of three M&V methodologies: direct measurement, calibrated energy models, or meter-based savings calculations. Project developers are required to provide all data needed to perform the desired savings calculations.
